In March 2022, the Provincial Government of Jakarta, through the Jakarta Department of Tourism and Creative Economy (Disparekraf DKI), convened a Focus Group Discussion (FGD) in Ancol with academics, associations, communities, and entrepreneurs from across 17 creative economy subsectors. The goal was to design a Grand Design — a long-term roadmap to guide Jakarta’s creative economy development.
Strategic Framework
The Grand Design introduces a new framework that clusters Jakarta’s 17 creative subsectors into four strategic pillars:
- Content-based
(games, film, animation, comics, fine arts, music, content creators, literature, performing arts) - Service-based
(interior design, product design, visual communication design, architecture, photography, advertising, events, production services, agencies) - Product-based
(fashion, culinary, crafts, publishing) - Industry-based
(television, radio)
This clustering provides clarity for policymakers while reflecting the shared drivers, challenges, and outputs of creative businesses.
Focus Strategies
The roadmap outlines six focus strategies to be achieved by 2030:
- Identity
Establishing Jakarta’s creative identity rooted in its cultural diversity. - Industry
Expanding market access, financing, updated data, and networks. - Creative Spaces
Building accessible, affordable, and inclusive hubs for innovation and collaboration. - Policy
Implementing adaptive, evidence-based regulations that respond to future challenges. - Education
Developing competitive and skilled human resources. - Digitalization
Supporting borderless creative enterprises with interactive digital platforms.
Vision & Role
With over 50% of Indonesia’s creative economy actors based in Jakarta, the Grand Design fills a long-standing gap by providing a formal policy foundation for the city’s creative future. It is intended to serve as a cornerstone for regional planning, aligning with Jakarta’s mid-term strategy (2023–2026) and extending towards 2030.
KE JKT’s Contribution
As a strategic partner, Komite Ekraf Jakarta (KE JKT) acted as catalyst, connector, and co-author of the Grand Design. Through surveys, desk research, and FGDs, KE JKT ensured that the roadmap incorporated the voices of creative practitioners and industry associations. The process emphasized inclusivity, collaboration, and sustainability as the pillars of Jakarta’s vision to become a national benchmark and globally recognized creative city.
